OBSERVER / INTERN RULES & REGULATIONS

All observer / inter individuals must be approved by the Chief of Operations through the procedure established and handled by the Volunteer Coordinator, all Observer/ intern shifts must be placed onto the LPEMS schedule.
The following rules & regulations of the observer / intern program must always be adhered to. It is the responsibility of the observer / intern to review these and fully understand the ramifications of the regulations. Failure to comply will result in removal from the program.
1.All observers / interns must be at least 16 years of age.

2.There will be no more than 1 observer / intern per shift per station.

3.All observers / interns must meet with Volunteer Coordinator and receive approval before being allowed to ride upon any LPEMS Unit.
a.All required documentation must be signed prior to being allowed on any unit.

4.Observer (s) / intern (s) must adhere to PA Act 151 Section 7.
a.No Observers /intern individuals in high school may ride during school hours, unless part of an approved school sanctioned program.
b.Hours of operation for this program are 06:00hrs to 22:00hrs, 7-days a week.

5.Observer / intern (s) must wear dark colored pants (Navy or Black).
a. No shorts are permitted.

6.Shirts shall be plain and red in color (T-shirt, Long Sleeve T-Shirt, or Collard) with No logos. Shirts that have any type of logo that resemble alcoholic beverages or adult oriented material are NOT permitted.

7.Boots are preferred; however dark color shoes are acceptable, open style shoes such as sandals are NOT permitted.

8.No observer / intern may participate in patient care activities. This includes asking patient(s) questions in the presence of family members, or witness of the incident.
a.Questions regarding an ambulance call should be directed to the crew after the call is completed.

9.No observer / intern should use any LPEMS operational equipment at any time.
a. For example: Stretchers, MDT's, Tablets, Radios, Pagers, Heart Monitors, etc.
b. Exceptions: Safety Equipment when instructed by Crew Chief (Reflective Vest, Coat, Helmet)
c. Individuals should assist with moving equipment/carrying equipment, unit/station supply restocking, and unit daily checks.

10.Video recording, cameras, tape recording devices such as camera phones are NOT permitted.

11.Certain situations may be considered unsafe or hazardous to untrained individuals. Therefore observer / intern (s) may not be permitted to enter those types of situations and are to remain in the ambulance until directed by the Crew Chief. These incidents may include but are not limited to: Violent incidents (shootings, stabbings, etc.), hazardous materials incidents, fire ground operations, or psychiatric emergencies.

12.Observer / intern must remain in the ambulance on incidents at any prison facility, or limited access highway (i.e. 422, 202, 76)

13.Position is temporary and will expire after 4 months of initial approval.
a.An individual that requires additional time may make written submission the Volunteer Coordinator or their designee for one additional cycle.

14.There are a limited number of these positions available. a.This program will be limited to 6 members per cycle.

LPEMS is committed to developing and mentoring medical professionals of the future. This program allows individuals to audit current EMS professionals to either determine if the EMS field may be a venture that they would want to pursue, or for the purpose of logging internship/volunteer hours for high school or college due to an interest in medicine.

Observers/ Interns can have no contact with patients and are required to complete HIPAA and BBP in-house training.

Program is designed to provide a taste of emergency medical services therefore it is limited to a 4 month cycle, with ability to extend one additional cycle.

Program is limited to 6 persons per cycle to ensure adequate attention and supervision.
