LPEMS Billing Transparency
This page is provided to be transparent about the billing practices of Lower Providence Community Center Ambulance Dba. Lower Providence EMS.

Ambulance transportation is one of the most highly scrutinized services provided and paid for by Medicare, Medicaid, and Private Insurers/Payors. Therefore it’s important to this organization that we are transparent with the cost of the services we provide. Lower Providence EMS uses a 3rd party billing company to complete medical billing. Each year the company does a national and regional evaluation to ensure that our costs remain reasonable and in the middle.

Lower Providence EMS is only an Emergency Ambulance Service Provider, we only transport patients to an Emergency Room or provide service/treatment on site. We do not do routine transportation to doctor offices, urgent cares, or returns from a hospital or facility.

For individuals with Medicare ambulance service is covered under Medicare Part B, Emergency Ambulance Service is only covered for the Medicare beneficiary if the following required conditions are met:

Actual Transportation Of Beneficiary Occurs In The Condition.

The Beneficiary Is Transported To An Appropriate Destination. (Emergency Room)

The Condition Of The Beneficiary Should Be Such That Other Modes Of Transportation Could Prove Fatal.

The Ambulance service Provider Meets All The Necessary Criteria. (Vehicle Licensed, Staff Licensed, proper Equipment For Transportation).

Costs for Service
Lift Assist - $100
Lift Assist are when a 9-1-1 ambulance is dispatched to a location and the crew is asked to assist someone who is not injured from the floor or other location to a standing, sitting, or other position as they are unable to do it themselves.
BLS Non-Treatment and/or BLS Treatment Non -Transport of a Patient - $250
EMS agencies or regional authorities may require its providers to complete an EMS Non-Treatment/Non-Transport Patient Checklist as part of the Patient Care Report (PCR) for every patient that is not treated or transported per State Protocol 111. Regional medical treatment protocol may require contact with medical command physician for all patients not treated and/or transported . Basic Life Support (BLS) typically covers minor injury or illness that may require some wound care, vitals signs, or brief examination.

ALS Patient Refusal - $350 -
EMS agencies or regional authorities may require its providers to complete an EMS Non-Treatment/Non-Transport Patient Checklist as part of the Patient Care Report (PCR) for every patient that is not treated or transported per State Protocol 111. Regional medical treatment protocol may require contact with medical command physician for all patients not treated and/or transported . Advanced Life Support (ALS) typically covers most serious injury or illness. This incudes IV's, Medication Administration, EKG's and more detailed examination.

Field Resuscitation Effort Termination - $250 * Insurance Only Billing*
This billing code is for patients that have suffered a Cardiac or Respiratory arrest and are in the most critical of conditions. Providers will perform all necessary and appropriate treatments per PA State Protocols and under the director of a Hospital Physician via phone or radio are ordered to terminate resuscitation efforts. This is billed to insurance companies only for reimbursement of medical supplies and medications, however, family or surviving partner will not be responsible if denied by insurance per LPEMS policy.

BLS Transport (Base Rate) - $1,000
BLS Transport is used for situations where an ambulance is requested for transport to a hospital and care is determined to be Basic Life Support. BLS patients are typically minor in nature per PA Statewide Protocols. Patients will receive care at the BLS level that may include bandaging, splinting, vitals signs, and basic monitoring. ALS Transport (Base Rate) - $1,300
ALS Transport is used for situations where an ambulance is requested for transport to a hospital and care is determined to be Advanced Life Support appropriate. ALS patients are typically moderate to severe in nature per PA Statewide Protocols. Patients will receive care at the ALS level that may include vitals signs, IV placement, EKG, medication administration, and advanced monitoring. ALS Transportation 2 (Base Rate) - $1,600
ALS Transport 2 is used for situations where an ambulance is requested for transport to a hospital and care is determined to be Advanced Life Support appropriate. ALS patients are typically moderate to severe in nature per PA Statewide Protocols. Patients will receive care at the ALS level that may include vitals signs, IV placement, EKG, medication administration, and advanced monitoring. Patients that fall into this category must have had two (2) different medications administered by EMS providers.
(Example: Provider gives the patient Epinephrine & Benadryl for an allergic reaction)

Transportation Milage - $16 per mile
Milage is billed for the milage that occurs from the location a patient is picked up from to the hospital location. LPEMS through its Patient Reporting Software uses the closest and auto calculated milage for this record. This ensures patients are not penalized due to a accident blocking the typical access route or crews taking an non-standard route to avoid traffic delays. ​​​​​
